Online Transfer Process for Postman/Mail Guard and MTS Cadre in Post Offices
As per the Department
of Posts Directorate order No. X-12/6/2021-SPN-II dated 03.02.2023, the
online system will process and approve Inter Circle and Intra Circle transfers
for Postman/Mail Guard and MTS cadre employees as follows:
1. Priority Consideration:
The system will consider transfer requests in order of priority, based on the
employee’s preferred units.
2. Vacancy Verification:
The system will check for available vacancies in the requested unit,
considering the mode of recruitment and category.
3. Parent Unit Verification:
If a vacancy is available, the system will verify the availability of staff in
the parent unit.
4. Transfer Approval: The
system will approve the transfer if a vacancy is available and the parent
unit’s working strength exceeds 66.66%.
5. Transfer Denial and Retention: If any condition is not met, the transfer will be denied,
and the request will be retained in the priority list for consideration in the
next transfer cycle.
6. Sequential Processing: The system will repeat the process for each employee in the
priority list.
7. Next-in-Priority Consideration: If an employee higher in priority is not transferred due to
vacancy unavailability or parent unit shortage, the next employee in priority
will be considered, provided they meet all conditions, including vacancy
availability.
